Songshi in the Qing Dynasty is a special occupational groups, they are often blamed for franchising litigation, defrauding people of money local ruffians and hooligans. The government has also taken a series of measures to strictly prohibited Songshi activities. However, in the Qing Dynasty, Songshi was not out of time, even very active in the Qing Dynasty social arena. They tood their advantages of their own legal expertise to help people meet the needs of First Instance. Well, why Songshi existed in the Qing Dynasty like that? This paper will focus on why the Qing Dynasty Songshi professional existence and carried out from the government and the people angles.The full text is divided into four parts :Introduction : The submission and review of academic history.Chapter I : Relations between Songshi and official. First of all ,there is a brief introduction of official system environment. Then explore the relations of Songshi and official from the coherence and mutual angle.Chapter II: Relations with the public and professional qualities of songshi. There are there part: social infrastructure of songshi's career existing, Songshi operations, and the basis of Songshi career—accomplishments and abilities. The main relationship between songshi and public are service with the services and supply with demand. This is the root causes of Songshi's active in the margins of society while they enduring a harsh official suppression in the Qing Dynasty.Conlusions.
