The Missile Defense System refers to a system realizing defense by extremely strong offensive stance and initiative attack and to achieve both attack and defense and absolute safety in which the system itself is ensured against being attacked, by the military technological advantages formed by the combination of high technology and military affairs. Effective disposal of the Missile Defense System shall break the balance of international strategic attack and defense forces, and thereby lead to momentous adjustment in the interrelationship of leading powers. Thus, with a view to maintain the balance of power and stability of the international relationship, the international community hopes military leading powers control the development of the Missile Defense System. The conclusion of'Anti-Ballistic Missile Treaty'falls within the people's expectations and becomes the foundation stone of the global strategic stability. America, has always been bent to dispose a consummate Missile Defense System that is capable of successfully avoiding attacks on the mainland of the U.S. and allies thereof launched by strategic weapons. Along with the breakup of the Soviet Union comes the ending of the world structure in which two polars confronted each other. As the successor of the position of the former Soviet Union entitled by the International Law, Russia's politic, economic and military strengths are in no condition to compare with the former Soviet Union. America has lost the only adversary to compete with and is no longer confronted with the risk of missile attacks in large scale lanuched by the Soviet Union. However, this has not discouraged it from carrying out its idea to dispose the Missile Defense System, but on the very contrary, has encouraged it to fly in the face of the restriction posed by the'Anti-Ballistic Missile Treaty'and expedite the implementation and spread of the Missile Defense Plan in hopes of, in this way, avoiding threats posed by invisible enemies, bolstering its menace power and securing freedom in activities of the U.S. It is patent that the Missile Defense System is not solely a defensive weapon aiming for the maintenance of national security, but also becomes a powerful means to seeking for domination of the U.S., the only'global great power'of the world. Russia itself, with its domestic politic and economic situations plunged into straits, needs aid and support from the west. Even when its own security faces treats, it is incapable of contending with the hegemonism of America, and thus it has no choice but to compromise and concede time and again.After the 911 Attack, the international situation has witnessed a momentous change. America faces the challenges of terroristic threats and dissymmetrical wars. As a result, the Bush-administration adopts two-wheel drive strategy: while ensuring the inner security, launching a campaign against terrorism and preventing the pervasion of weapons of mass destruction; and meanwhile carrying out defensive disposal in an effort to prevent the rise of potential great powers. This supplies the implementation of the Missile Defense Plan in large scale with a favorable international backdrop and opportunity. With the aim of establishing the Global Missile Defense System, American government solely retreated from the'Anti-Ballistic Missile Treaty'in spite of strong condemnation from the international public opinion and even the question from its allies. Therefore, the U.S. who has a tradition of dominance and expansion and actual demands begins to expedite its notion of establishing a unipolar world in the name of the flag of'Anti-terrorism'.With the excuse of'taking precautions against the possible missile attacks launched by Iran', establishing Missile Defense System in the Eastern Europe is a crucial step for the U.S. to push forward its hegemonism global strategy. The geographical strategic position of the Eastern Europe is of significant importance for it controls the west gate of Russia. In recent years, Russia, who has become a energy sources and economic great power is not resigned to be a'little pal'of the U.S. with its progressively reviving economic power. Its aspiration of relaying awe-inspiring air of a great power has become increasingly distinct. America has to envisage the challenge posed by the revival of Russia, esteem it as a potential competitive opponent and by all means exert its efforts to hold back Russia's revival. From the military point of view, America, by establishing the Missile Defense System in its mainland, the state of Alaska, has locked the east gate of Russia. If the U.S. could succeed in disposing the Missile Defense System in the Eastern Europe, the encirclement position of the geographical environment of Russia will come into being. It not only presses the strategic space of Russia in Eurasia, but also gravely restrains the recovery of international influence of Russia. On account of the promotion of comprehensive national strength, Russia's traditional sense of leading power has revived. It can no longer put up with the threats of its national security and begins to actively launch diplomatic offensive position to contend with America. Hence we say, the competition on the issue of'Eastward Expansion of the Missile Defense System'between America and Russia is a non-zero-sum game in the aspect of strategies of both sides, external expression of the ultimate contradiction in between America's hegemonic intent and the revival of the Russian nationality and meanwhile collision aroused by the battle cry of the unipolar world resorting to a multipolar one.The text tries to analyze the ultimate discrepancy between America and Russia from an angle of America's establishing the Missile Defense System in the Eastern Europe in expectation of, based on this, deducing the future trend of the relationship between America and Russia. The whole text is composed of four sections.Section one retrospects the history of creation and development of the issue of the Missile Defense System from the cold war period where the confrontation between America and the former Soviet Union was a motive for America to develop antimissile system to the post-cold war ear where America, for the sake of campaigning against terrorism and consolidating its position as the'Only Super'power, vigorously constructed antimissile system and the relationship of America and Russia took on a general hue where while America attacked, Russia defended and, from that, extrapolates the track of development of the Missile Defense System of America and the corresponding alternations of policies adopted by Russia.Section two, by putting in order the causations for America to establish the Missile Defense System and for Russia to oppose the establishment, finds out that the major discrepancy of the two countries toward the issue lies on the motives, solutions and disposal stances to the problem of the'Eastward Antimissile System'and paves the way to analyzing the root of the creation of the discrepancy.Section three digs deeply on the causations of discrepancy of America and Russia on the issue of establishing the Eastern European Missile Defense System and has come up with that the tense relationship of the two countries roots in the structural contradictions among issues of security strategy, value orientation and'view on international order'of the two sides.Section four discusses the impact exerted by the'Eastward Expansion of the Missile Defense System'on the development of relationship of the two countries and the regional stability and world structure, forecasts the development of relationship of America and Russia based on the abovementioned conclusions analyzed and in the mean time proposes some revelations extended from the issue, for China on disposing international relationships suggesting that in the face of unfavorable international conditions, our country shall focus on its international orientation, enforce its good-neighborly and friendly relationships with all countries, do better in using economic and diplomatic etc. forms to solve problems confronted with and exert greater efforts to create favorable external surroundings and international order and then prompt rapid economic development from all aspects.
