Study On Perfection Of Social Security Policy By Government Under Market Economy System

Perfect social security system is necessary for perfection of the socialist market economy system, to solve various kinds of risks in residents'life. Under the socialist market economy, labor is subdivided further and further increasingly. While people are getting more opportunities for development, the risks of unemployment and competition failure also increase. Under the trend that population mobility of modern city enhances increasingly and family security function weakens gradually, it is urgent for government to establish perfect social security policy to solve various kinds of risks in residents'life, such as poverty, disease and pension, etc. Only by establishing perfect social security system, can the socialist market economy system be improved and the residents'life be guaranteed, and only by accelerating the establishment of perfect social security system, can the gap be reduced gradually and contradictions and conflicts be released by institutionalized security mechanism, and then to realize scientific development and harmonious society. Therefore, based on the establishment and perfection of government's policy, this article attempts to study on perfection of social security system by government under socialist market economy. This article, only starting with social security, discusses the necessity that government perfects the social security policy under socialist market economy, and analyzes the historical development of social security policy in our country since the reform and opening up and the present status of current social security policy, and points out main problems exist in social security policy at present, and puts forward detailed measures for perfecting the current social security policy, to provide a new perspective for government to solve problems of social security better under the market economy.The thesis is composed of three parts:The first part analyzes the necessity that government perfects social security policy under socialist market economy. First of all, starting with the purpose that government establishes the social security policy, it expounds the disharmonious factors, which is mainly in the continuous increase of gap between rich and poor, exist in the development of economic society of our country at present. It shows that under the first-distribution system of market economy, which characterizes in key elements distribution, the disadvantaged groups will impossibly have the chance to participate in social wealth distribution equally. In order to make every social member enjoys the benefits brought by development of social economy, we must depend on social security system, to guarantee the basic living right of all social members. Secondly, it points out that the social security policy is the necessary condition for operation of market economy, based on the relationship of social security policy and market economy. Finally, it analyzes and points out that social security, which has realistic urgency and long-term strategic significance, is the safety network for government to construct harmonious society and the institutional arrangement of government and society to carry out minimum life security for disadvantaged groups.The second part analyzes the government's current social security policy. First of all, according to the issue and implementation of relating legislation of the state and relating social security regulations or important reform documents of State Council, aiming at maintaining the minimum or basic living rights and interests of disadvantaged groups and the social security rights and interests of employees in cities and towns under the economic reform and market economy, meanwhile, it also explains the overall thought of current social security system. Secondly, it attempts to point out the difficulties in reform of current social security policy and the disadvantages and defects exist in current social security policy, and it mainly points out a serious problem that the deficiency of social security policy for peasant workers, a special social group in the period of social transformation. In addition, it also points out the problem that the social security system lacks coordination, which needs to be solved urgently, showing in that the historical responsibility and realistic responsibility of social security are not clearly divided, the responsibilities of government, enterprise and market are not clearly divided, and the responsibilities of central government and local government are not clearly divided.The third part introduces the approaches for government to perfect the social security policy continuously. First of all, it clarifies the guiding thought for government to establish and perfect social security policy, which means that China's social security policy must be established and perfected, according to the requirement of scientific development, by adopting a harmonious development mode of accelerating the construction of social security legal system, and establishing multilayered social security system, and sustainable developed social security financing mechanism and scientific social security administrative mechanism, and selecting planning for social security development in urban and rural areas scientifically, and constructing social insurance, social aid and philanthropy. Secondly, it analyzes and studies the detailed approaches for government to perfect social security policy on the premise of clarified guiding thought. According to the report of the seventeenth People's Congress, to speed up the establishment of social security system that covers urban-rural residents, and guarantee the basic life of the people. The perfection of social security system must be accelerated by basing on social insurance, social aid and social welfare, and emphasizing basic pension system, basic medical system and minimum life security system, and with philanthropy and commercial insurance as supplement. It is the social purpose, which has been promised by our Party and government to the public, to establish a social security system that basically covers urban-rural residents, and it is the specific embodiment of carrying out scientific development view in deeper level to speed up the establishment of social security policy that covers urban-rural residents, which is essentially to make all Chinese people enjoy social security universally and equally. Clarifying the development purpose of social security lays foundation for perfecting social security system. The study on social security policy concerning peasant workers is the most prominent problem, which needs to be solved urgently, therefore, it is laid in the most important place to be expounded. Social insurance system is one of the most direct and effective approaches of social security, and the policy ideas and measures in endow insurance, medical insurance, unemployment insurance, industrial injury insurance and maternity insurance are mainly put forward, which has important realistic significance and detailed guiding suggestions for perfecting social security policy. According to the total requirements,"providing education for learners, gaining for works, providing medical services for the sick, supporting the old and providing housing", put forward by Secretary-general Hu Jintao at the seventeenth People's Congress of CPC for improving people's livelihood and strengthening the construction of harmonious society, detailed operational suggestions for perfecting compulsory education security policy, housing security policy, enlarged security policy, income distribution policy and social security responsibility-sharing policy are put forward in this part. Aiming at the problem that social security system is lack of coordination, namely the problems of system obstacles, deficient investment and the boundary of responsibility subject is unclear, etc., detailed suggestions for perfecting social security responsibility-sharing policy are put forward. Aiming at the prominent problem that social security legislation in our country relatively lags, detailed executive suggestions for accelerating the progress of social security legislation and perfecting the executive mechanism of social security legal system are also put forward in this part.
