On The Application Of Evaluating Method In Publicly Leadership Selecting System

In July , 2002 , the regulation of choosing and employing party and government leaders was enacted by the Central Party Committee . This regulation firstly confirmed the public employing system as a legal system . It conforms the regulation of written examination , the regulation of oral examination and the regulation of assessing in its practical use . The evaluating method in this regulation plays a vital role in choosing excellent leaders and avoiding bad vogue . But as everything has a paradox in itself , this method also shows some new problems , including problems of procedure , system , notion , operation , organization , theory , technology , etc . According to all these problems , I bring up some advices to perfect this method . There are three parts in this paper .The first part discusses some of the conceptions related to the evaluating method . The first one is public employing system . It is the system that is used by the administrations to choose their leaders . It uses the methods of society facing , organization commending , publicly signing up , qualification investigating , examinating and so on . It is abroad , public , measurable and competitive . The second is the evaluating method . It is the technologic method using research achievements like psychology , administration , measuring , information , figuring , and using techniques of mentality measuring , examinating , qualification investigating , effects evaluating to evaluate people's comprehensive quality . There are mainly three methods of them , written examination , oral examination and assessing . While the oral examination has many styles like standard oral exam , group discussing with no leaders , official documents evaluating , role playing , lecturing and so on . The third one is leaders evaluating . It refers to the evaluating activity used by personnel department of a administration to evaluate its leaders . It should be carried out according to the requests of the administration and it should use scientific theory and method . It has the functions of choosing , exploring , examinating , predicting and consulting . The second part discusses three aspects . Firstly , it analyzes the related axiom , including the theoretical axiom and the technologic axiom . Secondly , it analyzes the relationship between the public employing system and the evaluating method , and this relationship is between political system and technology . And it . The development of technology provides the conditions for the appearance and development of public employing system , and the level of its developing determines the level of the development of the system . The establishment and development of the political system constrains the development of technology , and the objective need of the political system can greatly stimulate the devoloping of technology . Thirdly , it analyzes the actual state of the using of evaluating method including the theory studying and practice . The actual state of the theory studying mainly refers to the state of principle , axiom , range , procedure , evaluating contents and evaluating matters , assigning technology , weighing of the evaluating result under the direction of the"three represention"and the scientific outlook on development . The actual state of practice mainly refers to the leadership subject , organizing subject , and the affairs of organizing , interviewers composition , propagating , procedure and supervising during the actual practice . Fourthly , it analyzes the problems that exist in the using of evaluating method which are the problems in the regulation of written examination , including examinating contents , assigning system , examination paper qualification and the distinguishing level ; the regulation of oral examination , including the interviewers quality , examination paper qualification , style , conducting ; the regulation of assessing , including assessment unjustice , key point dispersion , fake public opinion , double-side evaluating ; and in practice , including propagating and supervising enhacement , standard and procedure conformation .The third part brings up some measures and advices of optimizing the evaluating method according to the problems . That is , optimizing the factors , structure , procedure and system according to related theories . And every theory shows its value not in the scientification itself , but in its practical use . The first advice is to optimize the qualification of the candidates , including making leadership instruction and principle ; widen the range of candidates to find more suitable leader ; pay attention to the physical health of the candidates and put physical examination before the written examination . The second advice is to optimize the use of written examination , including optimizing the content of the exam and strike more attention on administrating and leading ability ; optimizing the assigning style and conducting the exam by procedure and phase ; establishing question case system and optimizing the perusing method . The third advice is to optimizing the using of oral examination , including enhancing the qualification of interviewers , that is , appropriate arrangement , training , raising the standard , establishing qualification and evaluating system of interviewers of other place ; inoviting the use of role playing , that is , set certain condition of the real working invironment of leaders to evaluating the ability of the candidates . The fourth advice is to optimize the use of assessing principle , including standalizing the weight of examinating result ( better make it appear in the"outline of the exam") ; raising the request of the candidates'moral quality ; quantificating related aspects , but make it thorough less than complicated ; seting appropriate range of evaluating to make it specific ; establishing systems of propagating , training , informing before and afterhand . The fifth advice is to optimize the procedure protecting system : standalize and refine the procedure of the concrete using of evaluating method to make it more predictable ; establish regulations to protect the system and make it conform with related regulations like"the regulations of the civil servants"and other leaders employing regulation ; establish proper ideology protecting system and ensure that the public are satisfied of the evaluating method ; establish supervising system , use supervision of the communism party , people's committee , government , democratic members , law , media and the public ; pay special attention to the key leaders of committee , government , personnel department , supervising department and the interviewers .
