Cuba had been the colony of Spain before 1898, which was the last country that got rid of the colonial rule of Spain in Latin America. Because of Cuba and the United States are close to each other in geography, the United States had the ambition to merge Cuba which has very important strategic location and superior natural condition as the domain of United States when it was founded. But the young America didn't have enough strength to go to war with Spain to capture Cuba,and there are very big disparities between the United States and the European powers such as England and France in Economic strength and military power who also covet Cuba, therefore they promoted"the Ripe Fruit Policy"to Cuba. The article mentions from the Ripe Fruit Policy that America promoted to Cuba and introduces the forming process.The first chapter mainly introduces"the Ripe Fruit Policy"and the forming process of it,as well as the United States'short deviation of"the ripe fruit policy"."The Ripe Fruit Policy"was the main policy that America promoted to Cuba in the time of Spanish rule. The central content of the policy is that if Cuba is separated from Spain's rule it will merge with America inevitably as the ripe fruit drops on ground. The United States was waiting for that Cuba put into her bosom as a result of its own needs. This policy was promoted by Adams who was the Secretary of State of the President of Monroe in 1823 and it was the summary of polices that the United States promoted to Cuba from the founding of the state, President Tomas Jefferson had proposed that merging Cuba into the United States at the beginning of being in power, and the successive governments and the politicians also care about the Cuban problem. When Adams proposed"the ripe fruit policy", the United States had already reached the agreement on the strategy of how to treat Cuba."The ripe fruit policy"was also a kind of strategy that in the situation which the United States doesn't have sufficient strength to guarantee that the status of Cuba didn't change and prevent that Cuba fell into the hand of European powerful nations.In the situation of American strength enhanced, the United States had deviated from"the Ripe Fruit Policy"temporarily. The United States adopted the ways such as purchase, personal military force expedition to obtain Cuba from the 1840s, but it failed. So the United States transferred and returned to the main melody of"the Ripe Fruit Policy".The second chapter analyzed mainly the reason of"the Ripe Fruit Policy"that the United States promoted. The reason that the United States wanted to seize Cuba was that Cuba had significantly strategic sense and economic sense to the United States. The Ripe Fruit Policy that the United States promoted to Cuba and the deviation from it was all the consideration that based on the strength of the United States.The main reason that the United States promoted"the Ripe Fruit Policy"was that it didn't have enough strength. The United States and the European powerful nations had great disparities in economic and military force. It was unable to compete with the European powerful nations, especially Britain who had tremendous influence in the Latin America. At the same time, Spain who had lost the majority colonies in Latin America didn't give up Cuba and attempted to restore the rule in Latin America that relied on the vantage point and the rich economic resource. With all sorts of limiting conditions the United States can only carry out"the Ripe Fruit Policy"that let Cuba keep in the hand of Spain temporarily.The temporary deviation from"the Ripe Fruit Policy"was also the choice that the United States based on the change of its own strength. The development of the capitalist economy made American strength to strengthen rapidly since 1840s, simultaneously the victory of the foreign expansion wars enormously had stimulated the American expansionist and made they attempt to adopt positive methods to seize Cuba. The ideological"Manifest Destiny"which started in the United States in this time also promoted positively expanding outward and expanded the territory of the United States. Meanwhile, the international situation in that time was advantageous for expanding the power of the United States whose strength had enhanced to outward. Britain who was the major competitor had limited the strength in Latin America because of the diversion of Asian wars. These conditions gave opportunity to the United States who attempted to obtain Cuba.The third chapter analyzed mainly the result and the influence of"the Ripe Fruit Policy".The United States had had the essential conditions that seized Cuba already in the end of 1890s.Although Cuba still in the hand of Spain, the United States had controlled Cuba in the economy already which caused that Cuba was controlled by the United States day by day in politics. While the 30 years' war that Cuba revolted against the colonial rule of Spain from 1868 to 1898 made the rule of Spain go to dead end. In this case, the United States involved the war between Cuba and Spain with the event of "Maine" in order to avoid Cuba obtaining the independent status. Although American populace supported the war of Cuba fighting for independence and sympathized with the Cuban people in the 30 years' war, American government opposed the war that Cuban people strived for the independence. It not only refused to give any assistance to Cuban people but also suppressed the actions that supported the Cuban revolution. But when Cuban people won the war of independence that depended on their own strength the United States started to go to war with Spain and stole the victory fruit of Cuban revolution. Cuba degenerated into the protectorate of America and started the life of colonial rule of the United States."The ripe fruit policy"has had profound influence on the United States and Cuba. To the United States,"the ripe fruit policy"had prevented Cuba's independence successfully and prevented Cuba to be seized by other countries, and eventually caused Cuba to fall into United State's bosom. At the same time, it also stimulated the development of the United States Navy strength, the United State started to move from the economic giant towards the militarily significant states, and then started the step which expanded to the overseas, and this became the turning point of the United States that expanded from the mainland to the overseas. The United States obtained new territories from the Spanish hand in Pacific Ocean's and started the step to surmount the Pacific Ocean and expanded to the Far East. The United States started to go out the domestic and expanded to the world, strived for the world supremacy together with other big powers.To Cuba, under the influence of"the ripe fruit policy", Cuba's economy was controlled completely by the United States, and the economy had gradually formed the sole crops system which based on sucrose. The development of Cuba's economic was slow. After the war between Spanish, United States and Cuba, the United States started to implemented military occupation on Cuba, and imposed a series of treaties that were unequal on Cuba through"the Platt Amendment", and the right of diplomacy and finance also controlled by the hand of America, which caused Cuba to become"the independent country which was protected".Although Cuba has got rid of the colonial rule of Spain, actually fell into the squeezing of the United Stated.
