Party's Policies During Operation

The Communist Party of China is a party directed by Marxism, and such theoretical direction runs through every phase of the circulating process of policy of CPC, including constituting policy, enforcing policy and evaluating policy. Therefore, the circulating process of policy of CPC is a process, hi which CPC, a main body of policy, combines its theory with the practice of China to constitute policy, enforces the policy, and testifies together with develops the policy and theory of CPC in practice. This process is also a circulating, to-and-fro, screwing and ascending process, in which the theory and practice of CPC mutually-act innovates with the policy of CPC as a resonance.In new century, confronted of the complicated international and national position and the demands of realizing the tasks of CPC, how to realize the mutually-act innovation of theory, policy and practice of CPC in the circulating process of policy of CPC? This is a question that CPC, a main body of policy, should solve in order to strengthening its reigning capability and improving its leading level. Making the mutually-act relation of theory, policy and practice of CPC a visual angle, this dissertation strives hard to analyze various phases and summarize historical experience of the circulating process of policy of CPC, discuss practical questions and their countermeasure, open out rules of the circulating process of policy of CPC, and ultimately, illustrate how does CPC to transfer its theory into its policy, transfer its policy into its practice, and testifies together with develops the policy and theory of CPC in practice.As constituters and executors of various arrangements of the policy of CPC, whether all party members of CPC, especially those leading cadres of CPC could or not combine its theory with the practice of China to constitute policy, practice the policy, and testify together with develop the policy and theory of CPC hi practice, incarnates whether they have or not the stuff of policy needed by the course of CPC. Therefore, this dissertation also strives hard to make some assistance for those constituters and executors of the policy of CPC to exercise and improve their own stuff of policy.The principal part of this dissertation comprise of four chapters, its main content as follows:Chapter one expounds the mutually-act relation of the theory, policy and practice of CPC in the circulating process of policy of CPC: the theory of CPCdetermines the tropism of value of the policy of CPC, the theory of tropism of value of policy of Marxism illuminates that the tropism of value of the policy of CPC should be representing mass people's behalf. The policy of CPC, as a resonance of the theory and practice of CPC, is the carrier in that the theory and practice of CPC are combined, as well as the regulation of activity that guides the practice of CPC. The practice of CPC is the criterion to testify the policy and practice of CPC, and this criterion develops continually, the criterion of productivity and the criterion of "three in-favor-of' are outcomes of the continual developments.Chapter two expounds how to transfer the theory of CPC into the policy of CPC in the process of constituting policy of CPC: To constitute policy of CPC should be directed by theory of CPC, so we must strengthen the construction of theory of CPC. All party members of CPC, especially those leading cadres of CPC should enhance their study of theory of CPC, rebuild their own mind to exercise theory to direct the establishment of policy and reconstruct real world in consciousness. However, CPC shouldn't use theory as doctrine to restrict very abundant and continually developing practice. As a main body of policy, CPC should go deep into mass and practice to investigate and research, and combine principles of Marxism with the practice of China to constitute policy.
