Analysis And Optimization Research Of China’s Community Governance Policy Texts

Community governance belongs to social governance at the micro level.It is the cornerstone of building a modern national governance building.It is a harmonious and stable,functional and serves a sound modern community.It is not only a social regulator,but also a powerful power engine to promote economic and social development.Community The governance policy provides an institutional guarantee for the country to realize the new pattern of community governance of co-governance,co-construction and sharing.With the continuous advancement of new urbanization,how to grasp the evolution trajectory of the community governance policy is of great significance to the construction of communities with Chinese characteristics.This article uses the literature survey method to collect and sort out the policy texts in the field of community governance promulgated by the central government since 1989.With136 policy texts as the research object,on the basis of clarifying the community governance and relevant concepts of community governance and theory of policy change,policy instrument theory and collaborative governance theory,it builds the "subject-tool-goal" of three-dimensional analysis framework.The bibliometric method and method of content analysis is used to analyze the evolution and development characteristics of community governance policies as a whole,and from the perspective of policy tools,Nvivo qualitative analysis software and Ucinet software are used to code the policy content of policy tools and survey and map the degree of cooperation between policy subjects,revealing that the central government has The selection preference of governance policy tools,the network center between policy subjects are studied,and the setting orientation of community governance goals is explored.According to the evolution analysis of the policy tools and policy subjects according to the different stages of development of community governance policies,that is,the initial development stage of policy development,the stage of policy exploration and the stage of policy consolidation and improvement,this paper studies the problems of uneven use of policy tools,insufficient synergy of policy subjects and fuzzy policy objectives.It is also believed that to improve the text of China’s community governance policy needs to start from multiple angles and multiple paths.It is necessary to clarify the relationship between responsibilities and rights between the subjects of the community governance policy,build a stable policy network of multi-core policy subjects and public participation,and form a multi-subject cooperation and consultation relationship.What’s more,it is the target system should also balance the use of different types of policy tools through optimization and adjustment.In this way,it provides a modest contribution to the development and improvement of China’s community governance policies.
