The Study On The Interactive Network Of Multi-governance Main Body In Urban Community

Community is the cornerstone of social development, because of the impact of long-term planning system, community management in China has had strong government backgrounds and is lack of community self-governance. As Chinese social system reformation is deepening, community multi-governance is increasingly becoming the development direction of the urban grass-roots management system. In this paper, it makes use of basic principles of Public Economics and Science of Public Administration and applies the research methods to clarify the contents. The research methods include not only the combination of empirical research and case analysis but also the integration of norms analysis and countermeasures. First of all, on the basis of drawing lessons from the experience of community multi-governance in developed countries, it analyzes the issues and the causes of the problem of urban community governance at this stage in China, and discusses the reform and adjustment of the governance model. Secondly, under the framework of community multi-governance, it redefines the main bodies of urban community governance and their cooperative relations, builds a dynamic model of community multi-governance according to the cooperative game theory, and introduces the operation of the interactive network including its running process, running conflict and conflict resolution mechanism on the basis of the model analysis. Finally, through the analysis of Linhai community governance model to a certain extent, it verifies the feasibility of the interactive network of community multi-governance main bodies, what's more, on the basis of the interactive network model, it puts forward an ameliorative program for Lihai community, including the reasonable definition of community governance objective, the redefinition of division of responsibilities among the multi-governance main bodies, and improvement of the operational mechanism of governance network.In this paper, it supposes that multi-governance is the basis and prerequisite of urban community autonomy, while establishing the cooperative mode among the multi-governance main bodies is becoming the starting point for cooperation and co-governance. From the perspective of cooperative game, the relationship of the community governance main bodies is cooperative and competitive, with only the complementary parties can constitute an efficient cooperation union of community governance. The parties negotiate a binding compact, according to the cooperation and division of labor and supervision and coordination, form an interactive network to undertake public affairs of community and share community governance profits, and eventually make the community's autonomy come true.
