| Community is the basic unit of society.Community development involves the common interests of individuals,families,communities and social organizations.Community governance is a comprehensive social affairs management activity involving multiple organizations and individuals.With the rapid development and expansion of China’s economy and social formation,the model and path of community governance have also been evolving innovatively.The government plays an important role in community governance,and as the main participant in community governance,it needs to study and design a perfect multi-party operation mechanism,which can fully coordinate and encourage residents to take an active part in social governance activities,can Promote the community system standard consummation unceasingly,impels the community governance effect to climb unceasingly.The CPC Central Committee and the State Council attach great importance to community governance work and have made important speeches on community work on many occasions.For example,General Secretary Xi Jinping stressed that "community is small,but it is important to connect thousands of households and do community work well." In the broad sense of state governance,as an important component of the overall deepening of reform,community governance is characterized by its strong political nature,wide coverage and high degree of attention,we should give full consideration to the principles of speed and effect,strengthen forward-looking research,strategic thinking and in-depth demonstration,and ensure the scientificity,accuracy and sustainability of community governance.As an important component of the modernization of the national governance system and capacity,innovative community governance also plays a good role in the reform and innovation in other areas of the country.To this end,we should grasp the essence of community governance,actively and steadily explore ways of community governance.From the perspective of how to realize community co-construction,co-governance and sharing,this paper studies the innovative community governance of Chenghua district Hemei Community in Chengdu city through the combination of theory and practice,this paper sums up the experience and methods of improving community governance,which can be used for reference by more community construction in Sichuan and even the whole country to promote the modernization of community governance system.This paper analyzes the system of urban community governance by using the public governance theory and the third sector theory to analyze its main body,fully absorbing the various research achievements made by domestic and foreign scholars in the study of urban community governance,combining the current studies on community co-construction,co-governance and sharing with the characteristics of community governance in Chenghua district Hemei Community of Chengdu City,using the methods of literature research,questionnaire survey and interview,systematic study and the innovative governance model of the Hemei Community,finally,the author draws some inspirations from the experience of community governance: First,strengthen the leadership of grassroots Party organizations;second,construct the multi-distance co-governance system;third,establish the communication system;fourth,perfect the service supply system.It is of great significance to apply it to more similar communities in Sichuan and the whole country.The article is divided into six parts,Part I: Introduction.This paper describes the basis of topic selection,Research Review at home and abroad,core concepts and theoretical basis,as well as research ideas,research content and research methods.Part II: has carried on the summary to Chengdu Chenghua district Hemei Community innovatively governance case.Part III: detailed analysis of Chengdu Chenghua district Hemei Community "three-governance" specific operating mechanism and practical results.Part IV: Analysis of Chengdu Chenghua district and Hemei Community "four joint operation" management model and effectiveness.Part V: summarized the Chengdu Chenghua district Hemei Community innovatively governance experience enlightenment.Part VI: Conclusion and prospect. |
