Teachers'discipline power is a quite disputable issue, but also a problem that can't be avoided. In recent years, with the occurrence of these phenomena such as China's primary and secondary school teachers exercising the legitimate discipline power encounters the criticism and the question repeatedly, the students'normlessness conduct is uneasy to be corrected, and the school normal education teaching order is influenced, teachers'discipline power is gradually paid attention and taken seriously. Therefore, this paper will take China's primary and secondary school teachers'discipline power as a research object, trying to answer such two questions: whether teachers have the discipline power; how to exercise correctly if they have the discipline power.The author is on the basis of discriminating related concepts such as discipline and punishment, power and right, to define teachers'discipline power as a management power and educational right, which teachers give negative execute to students'normlessness conduct according to a certain standard in the education process in order to avoid its recurrence, promote and consolidate a norm of behavior. Thus, the reasonable existence of teachers'discipline power is separately demonstrated in the view of philosophy, pedagogy, psychology, law, and so on. The necessary existence of teaches'discipline power is proved by promoting students'development, maintaining school orders and promoting social progress. The author explicitly point out the discipline is indispensable. The discipline and the reward are supplement each other, which are the two important educational modes in school education. The education is incomplete if it does not have discipline.In the current primary and secondary education practice, it really existents kinds of phenomena on improperly using teachers'discipline power. But we can not repudiate teacher to have the reasonable discipline power on a wholesale though these phenomena exist. At the same time, we should also realize that teachers'discipline power is not arbitrary, but subject to certain oversight and restraint. Therefore, we should guarantee the teacher discipline power's correct and effective exertion from the four aspects as follows: strengthening the national legislation, guiding the public opinion, enhancing the school administration and improving teachers'accomplishment, etc.
