Dehong Dai and Jingpo Autonomous Prefecture borders on the south, west and northwest by Myanmar, adjacent to Golden Triangle, one of the three word-famous narcotics sources. So, it is called white channel by international drug traffickers, and which inevitably becomes hardest hit of drugs. Drug-related crimes are very rampant here. The annual Volume of heroin which seized in Dehong basically accounts for a quarter of total amount of the whole country. The new characteristics and new trends of drug-related crimes always appear here firstly. Therefore, the drug-related crimes in Dehong are representative of all. This paper can be divided into four parts. It focuses on studying drug-related crimes in De Hong prefecture through large amounts of data based on theory, practiceand law. First part describes the hazards of drugs in Dehong. Because the situation in Dehong is serious, the thought of"stern punishment in times of disorder"is used in the fight against the drug-related crimes. The second part introduces the specific performance of aggravated penalty in criminal policy, legislative, judicial and public approval. In the third part, the author chooses two outstanding problems to study, which are"drug trafficking by individual"and"drugs transportation". It analyzes the confusions which bring by aggravated penalty, and many data improves that the aggravated penalty doesn't reduce drug-related crimes. Finally, the author makes a conclusion,"stern punishment in times of disorder"is not a rational choice, and meanwhile gives suggestions on legislation and justice. In legislation, the author suggests canceling the fist point of the 347 section in criminal law, which means the number of smuggling, selling, transporting, and making drugs should be taken into account. In justice, it's impossible to give up the death penalty now, but the using should be controlled strictly. Besides this, the author also gives suggestions on economy, education, publicity and substitution for planting. Narcotics are a big project. It can't be stopped by some power or just be depended on aggravated penalty only. To stop planting, making, smuggling, selling, transporting and taking drugs and integrated management is an inevitable choice.
