The Current Situation, Problems And Solutions Of Village Affairs Opening

As a core step to realize villagers'autonomy, village affairs opening is an important measure to spread village's grassroots democracy and carry out reforms of village politic system. With continued deepening of village democratization, our country has given more attention to the village affairs and democratic management. Now the village affairs opening has been nation widely carried out and made great progress. However serious problems still exist and need more concerns.This paper utilizes both case study and literature research, discussing the development of village affairs opening and its real function. The author concludes some major problems in the practice of village affairs through the analysis of Changshu's example. And he also analyzes the reasons for these problems from such aspects as leader system, supervision and management system, and villagers'sense of participation. Finally, the author gives the solutions on how to facilitate the health development of village affairs and democratic management. The author holds the opinion that in order to make in-depth development and improvement in village affairs opening and democratic management in our country, we should put emphasis on both macro- and micro- aspects. From the macro side, we should not only improve laws and regulations construction, strengthen the system of village affair and democratic management, but change the management function of the government at village and towns level. From the micro side, firstly the government should provide rational guidance and financial support for the village affairs and democratic management. Secondly, we should make great efforts to develop social associations in the village. Thirdly, we should improve the operational system. Fourthly we should set up a three-dimensional supervision framework. Fifthly, we should make village affairs and democratic management public by advanced technology. Finally we should spare no efforts to develop rural cultural education, elevating the villager's participation consciousness and ability.The innovation of this paper is that the author not only proposes the suggestions on the existing problems, but deeply analyses the reasons of these problems. He wants to explore the real solutions for village affairs opening from the rural actual situations.
