Exploring The Path Of Public Openness Of Village Affairs Under The Electronic Village Affairs

Openness in village affairs is a prerequisite for democratic supervision,democratic elections,and democratic decision-making.It is a core part of realizing villagers' autonomy and belongs to the category of democratic supervision of villagers' autonomy.It is conducive to realizing,safeguarding,and developing the fundamental interests of the broad masses of farmers and further consolidating them.The party's ruling foundation in the countryside is conducive to the development of grass-roots democracy and ensures the harmony and stability of rural society.With the development of China's Internet technology and the promotion of the central government's "Internet +" action plan,rural village affairs have begun to introduce information technology publicly,and the openness of village affairs has been continuously implemented.The village affairs disclosure under the e-village affairs has more advantages than traditional village affairs disclosure,such as more convenient,faster,and more transparent,but there are also issues such as humanities and social environment,institutional policies,network infrastructure,and platform construction,affecting The development and improvement of electronic village affairs is not conducive to the construction of new countryside under the electronic management of village affairs,the close relationship between cadres and the masses,and the harmony and stability of rural society.This article selects Jiangsu Province,where the implementation of e-village service is better,as the research object,and sorts out the overall development of electronic village affairs in Jiangsu Province.At the same time,due to the large economic disparity between Jiangsu and South Jiangsu,the case of “online village committees” in Zhangjiagang City,Southern Jiangsu Province and Mianning County,North Jiangsu Province was selected for comparative analysis,using a combination of case studies and literature studies.From the aspects of the process of open development of electronic village affairs,existing problems,and solutions,we conducted a comparative analysis of the electronic practices of village affairs in the “online village committees” in Zhangjiagang City and Mianning County,and summarized some of them in specific practices.The main problems in the process are analyzed from the perspectives of the social,policy,legal,and institutional guarantees,and the development and application of infrastructure and platforms,and the reasons for the improvement are put forward.The purpose is to expand the field of research on village affairs disclosure and e-village affairs,provide some theoretical and practical guidance for the better use of electronic village affairs,promote more and better participation of villagers in electronic village affairs,and promote the disclosure of electronic village affairs.Perfecting and developing so as to better solve the “three rural issues” problem,promote the modernization of grass-roots self-governance and the development of democratic politics,and at the same time better lay the foundation for the modernization of state governance.This article holds that the modernization of national governance cannot be confined to provinces,cities,and counties.The exploration of the modernization of grassroots governance in rural areas should also be its proper meaning.The improvement and development of electronic village affairs disclosure is an effective way to explore the modernization of rural grassroots self-government..The improvement and development of electronic village affairs disclosure should focus on promoting the participation of villagers and the construction of e-village affairs disclosure itself.Specifically,first of all,we must raise the level of villagers' cultural quality and awareness of the legal system,and strengthen the participation of villagers in e-village disclosure.Second,we must improve the legal protection and supervision mechanisms related to e-government disclosure and formulate electronic village promotion.Participate in the incentive policies and strengthen the innovation of villagers' participation;Third,we must innovate the financial support for the construction of e-village services,optimize the scientific development of e-government open platforms,and finally strengthen the e-village disclosure itself.Many aspects promote the transparency and credibility of the electronic disclosure of village affairs information,thereby strengthening the villagers' political trust and promoting more active electronic participation by villagers.
