The Research On The Outside Supervision Of The CPC Being In Power

Strengthening the outside supervision of the CPC being in power is not only the political opinion, which the CPC always insists, but also the need to maintain the advanced nature of the CPC forever, to insist the purpose of the party, to enhance the ruling ability and to consolidate the ruling position. It is not only the profound reconsideration of the CPC about the International Communist Movement's experience and lesson, but also the objective need of our country's domestic realistic condition. Therefore, the research on the outside supervision of the CPC being in power has important significance in theory and practice. It helps to enrich and develop the outside supervision theory of the party, improve people's realization to strengthen the outside supervision of the party and explore the construction laws and the ruling laws of ruling party. The whole thesis is composed of the following four parts:The first part: The importance of the outside supervision of the CPC being in power. This part is the starting point of the thesis. It mainly elaborates that strengthening the outside supervision of the CPC being in power is the political opinion which the CPC always insists and the need of the CPC to maintain the advanced nature forever, to insist the purpose of the party, to enhance the ruling ability, and is also the profound reconsideration of the CPC about the lesson of the Eastern European drastic change and Soviet Union disintegrates.The second part: The analysis of the present situation of the outside supervision of the CPC being in power. This part is the basis for the thesis. It elaborates the achievements that the outside supervision of the CPC being in power has obtained and analyses the problems and the influences of them. The achievements obtained includes the following aspects: the realization of the non-party supervision further enhancing; the practice in the non-party supervision getting further development; the Chinese characteristic ruling party's outside supervision system forming initially. The problems and the influences includes the following aspects: the realization of the non-party supervision isn't strong, which affects the role of the supervision; the non-party supervision main body isn't solid, which affects the function of the supervision; the non-party supervision isn't emphasized prominently, which affects the potency of the supervision.The third part: The primary content and the key target of the outside supervision of the CPC being in power. This part is the key point and the difficulty of the thesis. The primary content that is mainly elaborated is to supervise the route, the policy, the purpose and the attitude of the party. It also supervises the party adhering to and carrying out the constitution, the legal and the socialist morality principle. The key target that proposed is the cadre of the CPC, specially the principal cadres of the party, namely the high and middle cadres of the party and "the real power characters" of the party leadership all levels.The fourth part: The countermeasure to strengthen the outside supervision of the CPC being in power. This part is the innovation point of the thesis. It elaborates that the countermeasure to strengthen the outside supervision of the CPC being in power, namely we must strengthen all levels of National People's Congress comprehensively with the CPC's supervision; strengthen the Democratic parties earnestly with the CPC's supervision; attach great importance to the supervision from the masses and the news media; unite the non-party supervision with the inner-party supervision to form the supervision joint forces.
