Especially since the 20th century, the experts, observing from different dimensions and various perspectives, made a comprehensive and systematic carding combined with a going and painstaking studying to its properties, characteristics, functions and effects of Chinese traditional people-based thoughts. Service-oriented government, being one kind of brand-new government function mode, is the proper meaning for harmonious society construction.Based on the service-oriented government as the inevitable choice for the social development and the key to construct harmonious society of China, in terms of standardizing research approach and historical research method, the thesis, explored the Chinese traditional people-based thought and made a summary of its effects from negative and positive sides. Firstly, we elaborated its historical development venation of traditional people-based thought vertically. Based on the elaboration we generalized its main contents of traditional people-based thoughts.The third part is that analysis of advantages and disadvantages on the traditional people-based thought in the service-oriented government construction. We firstly made a summary to service-oriented government, and then analyzed the negative and positive effects from traditional people-based thoughts which were exerted to service-oriented government construction.The fourth part of the thesis is of referring to traditional people-based thoughts to construct service-oriented government. We firstly absorbed the essence of traditional people-based thoughts for the aim of perfecting modern people-based thoughts. And then on the base of critical inheritance of the traditional moral thoughts, established modern ideas of rule by law; Finally, based on the exploration of administrative ideas, systems, methods and servant quality, we attempted to put forward that constructing service-oriented government should be conducted within the circle of harmonious society.
