Serving the people is the tenet of contemporary government of china, and serve the people wholeheartedly has been calling for a long time, but for a long time, the ranking of feudal thought that the government has been to the public and the society are the strict control not the service for people, the people as the masters of the position can't get clear embodiment. Since the reform and opening up, the government of china conform to the society and the demand of the public and the world trend of administrative reform has carried on many times the reform, the reform achievements is be obvious, however, the reform has not win the public expected results. In2002, some local government of china put forward building a service-oriented government administrative reform target, thus a new round of administrative reform of the curtain was opened. At present, how to build a service government to the public has great realistic meaning, the construction of the grassroots service-oriented government that direct to the public become a top priority.Based on the grassroots service-oriented government as the research object, based on the concept of people-oriented to build the grassroots service-oriented government, namely the grassroots service-oriented government to respect the will of the public, response to the demand of the public, take public participation. The current situation and existing problems of our grassroots service-oriented government at present are analyzed in this article,although grassroots service government's practice has obtained some achievements, but there still exist many problems, the public still feel not satisfied. In fact, the construction of the grassroots service-oriented government is a complicated system engineering, not only to really set up service concept for the people, but also to establish and perfect the mechanism for the government service system, this system mechanism mainly including based system that can respond to the public demand and the running mechanism that can absorb public participation. To set up and big department with flat of the grassroots government organization, government affairs public, and to establish the grassroots government information openness system, perfect service system of administrative convenience for the people and improve personnel selection and appointment mechanism as the foundation to establish and perfect the based system mechanism that can response and meet the demand of the public. To improve the operating mechanism of absorbing public participation in, perfect the diversified subjects involved in the decision-making mechanism, establish and perfect the public participation in management and service mechanism, better public participation in the supervision and evaluation mechanism.
