To realize the great objective of fully establishing well-off society and constructing socialist harmonious society, our party clearly proposed conforming to the scientific outlook on development as our theoretic guide. This, not only is an objective demanding for the economic and social development in our country but also a summary to the experience and lessons taught in development practice both at home and abroad, made by the new generation of our party leaders, using Marxist philosophic thought.Nowadays, although people seem to have been conscious of its importance and instructive function to China's development practice, yet, it's still very far from revealing its correctness either at an angle of philosophy or by way of the organic relation between the theory and China's development practice. Furthermore, it lacks systemization. Accordingly, it's of no benefit to carrying out the new theory. For this reason, I'd like to make some attempt and new research.The essay starts with historical researches about the scientific outlook on the development. Then conclusions are drawn as follows: firstly, the theory is definitely given birth to by historical development. Secondly, its contemporary value lies in inheriting and developing Marxist philosophic thought and development theory and will be bound to help speed up China's development. Analysis and prove are also made respectively from two different levels and angles, i.e., foundation of philosophic principles and development theory. Finally, the author brings forward some strategies, considerations and suggestions as to how to combine the theory with contemporary China's development practice. As shall be mentioned here, I will be gladly soothed if my points of view can be of benefit to contemporary china's development practice.
