E-government is a new administrative model is the management of the main aspects of innovation, the provision of public services and the corresponding form of legislation and law enforcement methods have advantages and effectiveness of the advanced nature of the system. However, the rapid development of e-government must be the basic legal protection, electronic government, the policies, rules and standards of e-government is the technical configuration and administration of the important basis. Therefore, the need to strengthen the building of China's e-government legislation in the areas of research, and e-government under the rule of law is the implementation of public administration and law new issues of common concern.This paper abroad more mature e-government legislation reference to China's existing laws and regulations and the local legal practice as the basis, in line with China's Construction of the actual situation of the legal system for the e-government targets in an attempt to explore a set of development of China's e-government , complete, systematic, system of laws and regulations. This paper puts forward China's e-government building facing the many legal issues that came out with the legal system of China's e-government construction of the basic threads to form a government information open to the breakthrough point to the performance evaluation standards to the overall goal of legislation, the Central Legislative and local legislation on the principle of combining, and ultimately for China's e-government construction to build a relatively complete system of laws and regulations reasonable.This paper from the connotation of e-government, e-government of China's legal system and the need to build, an important analysis of China's e-government legislative status quo, and proposed building a legal system for China's e-government's basic ideas and countermeasures.
