Study On Implementation Of Public Policy Under E-government Background

Public policies implementation is not only the essential prerequisite for policies target to be realized, but also the essential ties between formulation and target of public policies, and how the target of public policies is to be realized is decided by public policies implementation in regard to process. Academically, research into the public policies implementation, which causes the shift from policies formulation to policies implementation, is very important for realizing output of policies target and also necessary for perfecting the whole policies system. Practically, research into the public policies implementation, with it as a theory basis, which can help government and its affiliated organizations to implement public administration and perfect social service, is not only the guide of improving the implementation efficiency and ability of government, but also the motive power of promoting the reform and innovation of government. Currently, research into the public policies, working as an constructive explosion of solving the emerging social contradictory under the background of social transition, is a bold attempt to promote the rationalize of power allocation among the governments and optimum of organize structure, and is also necessary consideration on re-establishing the government authority and enhancing the implementation efficiency of government.However, practically, public policies implementation can't work smoothly because of such factors as subject and object of policies implementation etc, which forms the basis of thesis. Appearance of E-government provide a good chance to dispel the obstruction of public policies implementation, to re-mould the government organize and its work process by information technology, and to construct a network platform based on service to improve the work efficiency of government and to optimize its organize structure etc. The thesis tries to research into the public policies implementation and to analyze the emerging problems based on the electronic government.The thesis includes four parts: the first part is to introduce some important concepts. The second part is mainly to describe some concrete expression of policies implementation obstruction such as subject, object and so on and analyze the reason of obstruction correspondingly. The third part is to introduce the key points and innovation of the thesis. The part is mainly to analyze the influence of the electronic government on subject, organize structure, object of policies implementation etc with construction and development of National Department of Taxation of Q district in Wuhan as its investigation case. In this part, the author tries to give some constructive advice on how to improve and dispel the implementation obstruction by combined the application of the electronic government and public policies implementation organically. The forth part is the conclusion and innovation of the thesis, and is also a bold attempt to construct a good platform of public policies implementation based of the electronic government.
