Abstract/Summary:
This dissertation discusses the adoption and implementation of e-government in public organizations. The research proposes a model of e-government implementation based on the information technology (IT) capacity of public organizations. The dissertation defines seven key information technology capacity factors: strategic planning for information technology; knowledge management; information technology decision making; integration; performance measurement; staffing; and security.; After discussing each of the IT capacity factors, this research examines the influence of the factors on agency e-government performance. The two part analysis examines in depth interviews conducted with public sector information technology managers and experts in the state of New Jersey. First, the research conducts a case analysis of four departments in New Jersey state government that were early adopters of innovative e-government programs.; Following the case analysis, this dissertation conducts a content analysis to examine the relationship between IT capacity factors and e-government performance. To augment the content analysis, the study also conducts a correlation analysis to support its findings. Based on the analysis, the research suggests that there are several factors public organizations can undertake to enhance the performance of e-government initiatives.
