A Study On The Influence Of Public Network Participation On Public Policies Making

After the network information age has begun, many behaviors and habits of human beings has been changed, political lives were surely included among these changes. From the case of Be Accomodated Death of Sun Zhigang, there were other cases such as Set Traps for Whoremasters case in Xi’an, Sky-high Price Cigarettes case of Nanjing, Zhou Zhenglong Tiger Photos Gate,723 Bullet Train Collision, and Zhejiang Yuhang 510 Vandalism and Military Training Conflict in Hubei. In only 10 years, common people have become the leading roles of many social events with the help of network. Netizens, have become a huge and astonishing force which participates and affects the Chinese politics and public policies.In our country, network participation has become an important channel for the people to express their opinions and involve in politics. To some degree, it has also changed the traditional progress of public decision making. The focus of this dissertation is whether public policies making was affected by the network participation. And if it was, what are the influences?Research on public participation in public policy network comprising a plurality of different aspects of the problem at different levels, the focus of this study is the network involved in the problems. On this issue, civic participation is the external manifestation, is involved in network technology platform, democratic politics is to achieve the goal. Therefore, this "democracy" as the main line and the criteria, first from abroad to study in related fields of view, the use of literature analysis approach to theory, reality and technology are three basic network of political participation were explored to find a public network participate solid theoretical, reality and technology base. Secondly, the method of using the case study of the introduction of two public policy process were analyzed and found that in real life, indeed the public network involved in the formulation of public policy has had an impact, but there is also seen in the policy-making process many problems. Finally, this paper analyzes three aspects of the citizens and the government to find the plight of the two sides in political participation of citizens, and thus made a preliminary opinion and suggestions.Different with the present studies focus on the theoretical research, this paper studied from practice, using two case studies, analysed how network opinions participates public decision makings, and summarized the present network politics participation dilemma,thus to find countermeasures. This is a good way to reveal the facts precisely, but in lack of the ability of problem analysis, the conclusions and proposals are in a basic level, this is what we will study further.
