In the past 30 years, rural poverty had been greatly alleviated. But as the poverty reduction and the continuously deepening of the economic reformation, we had to face a lot of new problems and challenges in the poverty governance. From the up-to-down poverty governance which is controlled by the government can no longer face to these new changes, we have to explore new ideas and introduce new system to fulfill the aim put forward by"National Program for Rural Poverty Alleviation (2001-2010)". On this occasion, NGOs (Non-governmental Organizations), as a new part in the poverty governance, is increasingly showing advantages of its down-to-up system, remedies the disadvantages of government. Thus, it provides a new system into this field.Considering the above situation, under the guidance of the theory on the connection between government and the NGOs, this paper analyzed the problems in our current rural poverty governance structure and compared the government and NGOs in their own characteristics and the pros and cons. The Conclusion is government and the NGOs should establish a "cooperative partnership" relation. And through practical experiences from home and abroad, this paper analyzed what role should government and the NGOs play in this relationship from the concepts and operational aspects. At the same time, this paper also proposed some relevant policy recommendations on how to establish the equal"cooperative partnership"based on our actual situation.
