Since 90s in the 20 century, NGOs are gradually accepted by our society, and they develop a more and more big function in society. With the social transformation, the government gradually withdraws some rights and forms a "management vacuum" in public area. NGOs keeping with this background, initiatively responding to the structural transformation of the public area, and actively seeks cooperation with the government for sharing the responsibility. Based on this background, this essay mainly study and answer three core issues:Firstly, analyze why government& NGO need to carry out cooperation in China. According to status quo of Chinese government and NGO development, this paper point out that that there are some troubles for the current government to provide public services, while the NGO has advantages, therefore, it makes a reason for the government to cooperate with the NGO to provide practical reasons.Secondly, this essay points out that what the obstacles for cooperation. NGO developed later in China, and the government manages the NGO harshly, this action largely restricts the NGO's independence and living space, and makes the NGO wholly be in a bad state, and resulting obstacles between the two. This parts mainly from the government, the NGOs, system these three levels to specific analysis, and put forward countermeasures to remove the obstacles.Thirdly, how to unfold the cooperation which betweens government and NGO.Removing the obstacles in premise and learning foreign experience and related to the domestic inspired by the government and NGO cooperation. This essay raises a new cooperation model---equal partnership model. In operation mechanism, selected in the process of cooperation in various stages of the key tasks of the government and the NGO and discussed in details how to cooperate, specific answered how to implement cooperation.
