Research On The Cooperation Of Government And NGOs In Sudden Events Response

Sudden events are events about sudden occurrence, cause or may cause serious social harm and need to take emergency response measures to deal with them. Sudden events response is a system process of government, NGOs and other subjects using a series of measures to coordinate, manage and control. In sudden events response, the cooperation of the government and NGOs refers to the relationship, interaction and complementary on the function of two main bodies in the whole process of emergency response. By the effective prevention and treatment of emergency, to improve the efficiency of emergency response, reduce the harm,safeguard national and social interests and safety at utmost, realize the modernization of national governance.With the rapid development of China's economic and social reform, in the critical period of economic and social transformation, sudden events happened frequently,such as "SARS", "Wenchuan earthquake", "Tainted milk powder" and "Dead pigs"and so on.NGOs actively participate in sudden events response, the advantages and positive role are widely recognized by the society. Therefore, in sudden events response, exploring the effective cooperation between the government and NGOs,both conducive to the realization of social governance innovation, and more conducive to promoting social harmony and stability. In this paper, through the case analysis of Hunan cadmium rice event, it was found that there are a series of problems in the cooperation between the government and NGOs in sudden events response. The mainly reason of these problems include:the lack of traditional cultural concepts and social identity, the lack of legal environment and system model as well as poor communication channels and poor information sharing ability. So we should get inspiration from the experience of home and abroad in sudden events response and improve the cooperation countermeasures of the government and NGOs in sudden events response:solidating cooperation foundation, strengthening cooperation abilities, cultivating tacit cooperation, building cooperation platforms and mobilization cooperation social forces.
