The Village Governance Research Under The Circumstances Of Economic Hotshots As Village Cadres

As the economic and political system reform,the demand from the majority of peasants, the intrinsic needs from the economic hotshots and the political culture of traditional gentleman governanc,many economic hotshots have emergeed a lot and some have boarded political arena in the rural areas,which has resulted in a new type of governance.In such circumstances,as village cadres,economic hotshots develop rural economy by operating philosophy and to a certain extent, they dominate village governance.It is conducive to economic development,the stability,democracy and the change of the township government'powers and responsibilities.Moreover, it provides a new rural governance model.But the kind of governance has its own shortcomings.Firstly,as village cadres,some of economic hotshots have corrupted.Secondly, some have focused on personal matters.Thirdly, in some villages "two committees" relations are more tense.Fourthly, with unclear property rights or claims, there are hidden danger.Finally,the overall quality of some village cadres is not high.Therefore, it is necessary to promote village governance development toward good governance and six measures should be taken.Firstly,we should protect the enthusiasm of economic hotshots as village cadres.Secondly,a good access system should be designed in order to select competent village cadres. Thirdly,we shuould expand villagers to participate in village affairs.Finally,we should build an effective incentive mechanism on economic hotshots as village cadres and strengthen the supervision on them and improve their quality.
