A Study On The Economic Returns Of Village Cadres In The Economically Developed Areas

As the middleman between the government and the people,the village cadres undertake the implementation and implementation of the national policies and projects at the village level,and play a vital role in the rural grass-roots governance.However,village cadres are not official officials of the state and enjoy less benefits.In recent years,Zhejiang Province,the wages of three principal leaders,incleding the village secretary,director of the village and the village supervisor director are under the county(city)and township fiscal burden.The meeting of the village level office meeting expenses,business travel reimbursement and hospitality expenses will be cancelled or strictly managed.so the interest space of village cadres in rural grassroots is further compressed.Based on the survey data of rural households in Zhejiang Province,this paper empirically investigates whether rural cadres in developed areas can still get excess income,and explore the sources of excess income.The results show:(1)The village cadres' family' per capita net income,agricultural income and the non-agricultural income were 11579.85 yuan,4869.36 yuan and 6710.48 yuan respectively higher than the ordinary family' per capita.Separating the non-agricultural income respectively to regression,we find that village cadres family per capita in self-employed industrial and commercial income is higher than than non-village cadres family about 7077.27 yuan per capita,and significant at the 5% level.Separating the agricultural income to regression,we find that village cadres family in aquaculture income per capita is higher than ordinary families 2697.64 yuan per capita,and significant at the 5% level.(2)Education has shown a very important role in raising farmers' income.The higher level of education,the household per capita net income,the household per capita non farm income,the household per capita wage income,the household per capita self-employed income from industry and Commerce and the household per capita property income are higher.The greater the number of children and the number of elderly people in the family,the more likely the rural labor force is to take care of the elderly and children,reducing the income of the family.The farther away from the county,the lower the income of the rural residents.The establishment of enterprises in the village can undoubtedly absorb the villagers' employment and increase their income.In view of the above regression results,we puts forward a reasonable and effective compensation policy for village cadres,and improves the old-age security policy to solve its worries;Expanding the channels for promoting cadres and arouse their sense of honor in serving the people;The government should strengthen the development of basic education and vocational education,because education is still the capital for farmers to obtain higher wages in the labor market;In addition,we should make good use of the advantages of large forest land and forest land area,strengthen the vigorous development of forest resources,and promote the stable and harmonious development of mountain areas.
