Research On Contemporary Chinese Governmental Executive Ability Construction

Governmental executive ability is an important guarantee of keeping the government order being executed smoothly and improving the executive efficiency. Executive ability is an important component of the government capacity. There are some events which happened in recent years showing us that there are many scarcities in our governmental executive ability,such as the phenomenon about"the policy produced by the superior,the countermeasure by the junior"and"the order not being executed,so the forbid",this case affects the implement of the policy and the statute of our Party and government,decreases the executive efficiency and destroys the image of our Party and government as well. From the characteristics of this stage of the governmental reform,the 16th Party Congress marks that Chinese governmental reform has entered a completely new stage. Strengthening the government's executive ability is the main focus of the reform in a very long period of this stage and even in the future. Therefore,analyzing the factors which affect governmental executive ability and discussing the effective measures has an important reality meaning.With the research methods of literature study, comparative research and historical analysis and from the perspective of the formation principle of the government's executive ability, its structural and influenced factors include executive environment, body, object, resources, systems and performance, optimal grouping of which is beneficial for producing and promoting of the government's executive ability. Between them, executive environment is external condition, executive body is dominant factor, executive object is target, executive system is necessary condition, executive resource is realistic foundation, and executive performance is final result. In this foundation, we comparatively analyze foreign government executive ability and history mode change of government executive ability in China, pointing the problems and reasons of our government executive ability in modern times, and in turn some suggestions and ideas are put forward. We should reform and innovate the administrative methods, define the governmental function boundary reasonably, cultivate the ability of civil servant, construct harmonious execution mechanism and build surveillance mechanism, so as to improve our governmental execution.
