The Analysis Of The Causes And Countermeasures Of The Government Ploblem Office Building Project

Democratic and scientific decision-making is the necessary prerequisite of correct leadership of the party and the government. As one aspect of decision-making, the Government office building project is scientific, reasonable or not is a direct reflection of the decision-making scientific and democratic level . This paper taken the government office building project as the study objects, taken building construction projects in the " Ultra -budget, Ultra -size, Ultra - standard" for the entry point to government offices at home and abroad and China's comparative case in the construction of office buildings - rectification "problem" of the historical building inspection - "problem" of the cause of building - the path to solve the problem for the overall analytical framework. The purpose of this paper is to optimize the project decision-making mechanism, find an effective solution to government buildings that exist in the building, and resolve the "problem" absolutely .This paper reviewed the research of the administrative decision-making and the project decision-making of domestic and abroad scholar; and analyzed the development of western decision-making theory and the domestic policy-making project , identified the theoretical foundation of the paper. Then on the basis of comparative case of government office building in the world, put forward the six specific issues which exist in some local governments in China's current government office building construction projects: illegal procedure, the area, not functional, luxurious decoration, piracy "authoritative" and not to act according to our capabilities. Immediately the paper reviewed the history state in the"problem" rectification office. Then the article on the basis of historical study in the "problem" rectification office, from the following five areas: the "loss" of preparation management ; decision-making powers "emplacement" ; the"space" of public budget; approval procedures "clearance" and supervisory role "absence" , analyzed the causes of the project management office project "problem" using of public choice theory, decision theory and the theory of the project management. This paper finally in the "problem" of the analysis of the causes of building on the basis of demonstrated through binding power, standardize procedures, and improve overall system to optimize the control measures to address the government office building project in the "problem" of the feasibility.
