Jiang Zemin, former president of China, elected as chairman of the Central Military Commission (CMC) of the Communist Party of China (CPC) at the Fifth Plenum of the 13th CPC Central Committee in 1989, and resigned at the Fourth Plenum of the 16th CPC Central Committee in 2004. Helding the CPC' s top military position, facing the extremely complicated international and domestic situation, Jiang began to realize the importance and indispensability of the Armed Police Force (APF) in maintaining inner security and stability. With great insight, he beefed up efforts to foster and develop the APF, and made a series of significant speeches. All these speeches, extensive and profound in contents, having rich connotations, embody his strategic thinking on APF' s building. For the APF in the new period and new stage, it' s essential and rewarding to make an in-depth study of the strategic thinking and to get a clear understanding of the background of the times, scientific connotation, spiritual essence and historic status of it. However, up to now nearly few researchers have turned eyes on it, while there do have a few collections of Jiang' s speeches on APF. Thus, this article is trying to elaborate Jiang Zemin' s strategic thinking on APF fully and deeply. The author hope this article and his efforts will do any good to the APF' s theory research.
