America Naval Strategy And America Diplomatic Strategy In Post-Cold War

America navy plays a very special strategic role in the United States armed forces because America is surrounded by two oceans. During the Cold War time, the United States navy pursued offshore strategy, and competed with the Soviet navy for the high seas to maintain hegemony as a cornerstone of national security. After the Cold War ended in the beginning of 1990s, the United States adjusted its diplomatic strategy, and the United States naval strategy has been changed accordingly. Department of the Navy has announced a series of strategic white paper, such as the"…From the Sea""Forward, From the Sea"and so on, and the main tasks of the Navy had been explained clearly in the post-Cold War. During the 1990s the United States Navy served for its diplomatic goals in several regional conflicts, and the navy had been confirmed to be more powerful in public opinion. Entering the 21st century, particularly after the Sept. 11 terrorist attack, the United States was inclined to the foreign policy of unilateralism, and disregarded the multilateral organizations. But the harsh reality forced the United States to reconsider its return to multilateral diplomacy. Accordingly, many navy's strategic document,such as"Sea Power 21","Naval Transformation Roadmap: Power and Access…From the Sea","A Cooperative Strategy for 21st Century Seapower"have been published. According to such strategic documents, the U.S. Navy pays more attention to conduct joint military exercises, to achieve joint anti-terrorism, focus on soft power, cultural exchanges, multilateral security cooperation and other factors.In a long-term perspective, the United States navy is closely linked to its foreign policy and efficiently serves for its national interests; however the navy's strategic adjustment sometimes is outdated with its diplomatic strategy adjustment. The United States naval strategy changes in a flexible way in the international situation, which is instructive for each country's policy makers. At present, China's economy is booming, but our interests of overseas have been harassed successively by lawless elements aboard. Facing such worse situation, the need for naval modernization construction to escort our interests of overseas has been on the agenda. President Hu Jintao emphasized navy's role in china's development and appealed to build a powerful navy. America naval strategy adjustment is extremely flexible, and is a useful tool to achieve foreign policy of the United States. The author thinks that maritime cooperation will be most outstanding character in the 21st century. America navy will pay more attention to international maritime cooperation. In the next few years it will be the guiding strategy to support the military exercises, to fight against terrorism at sea.
