The Functions Of NGOS In Protection Work Of The Callan

The whole society should take the responsibility for helping the youth to grow up in a healthy environment. Because the development of the young people is the future of the whole country and the hope of the nation. With rapid transitions in different domain of the society, the rights violations of young people and other social problems which caused by interest adjustment and social conflicts have became increasingly prominent. In a developing country just like China, the safeguard of youth's rights and interests is basically a social relief-oriented model. The problems of the young people can not only rely on government administration in a single solution, but also involve the "governance" of all social and public institutions. In that case, NGOS,in particular the Chinese Communist Youth League which I will mention in forthcoming paper , has become an indispensable important force in the country's laws and social policy system which has been built up to protect the young people's rights and interests.By analyzing nature, organizational structure and development situation of Guangxi Communist Youth League in this paper, I will present its functions, subjective and objective problems in the safeguard of youth's rights and interests. In the application of good governance theories, the Guangxi Communist Youth League proposed solutions to problems of young people protection work. Guangxi Communist Youth League has five basic elements in protection work of the young people: legitimacy, transparency, accountability, validity and responses, we concluded that the essential characteristic of Guangxi Communist Youth League good governance policy is the cooperative management of public life between government and the citizens as well as the new relationship between the political state and civil society.
