Benxi The Communist Youth League To Assist The Government Management Study Of The Problem Of Youth Affairs

The Communist Youth League is a unique organization in China with the four basic working functions of serving,guiding,organizing and safeguarding the legitimate rights and interests of young people.It is responsible for specific affairs related to adolescents in daily work and it meets the basic and special needs of young people and provides the necessary management and services.Therefore,it conforms to the needs of the objective development of youth affairs management for the Communist Youth League to assists the government to manage youth affairs.This thesis focuses on how to give full play to the basic functions of the Communist Youth League and assist the government to manage the urban youth affairs in order to improve the level of youth affairs management,reduce the pressure of government,fill in the blank area of the government management function,extend the authority and duty of the government and increase the coverage.This thesis takes the management of juvenile affairs in Benxi as the research object,and makes a full analysis of the functions and achievements of the government and the Communist Youth League in the process of juvenile affairs management in Benxi at the present stage by using the methods of literature research and investigation.This thesis also compares and analyzes the shortcomings in the process of individual management,and then discusses the feasibility of the Communist Youth League assisting the government in joint management.Taking the cooperative governance as the main starting point,this thesis makes a careful study on the most suitable joint mode between the government and the Communist Youth League under the premise of different systems and institutions,and puts forward three kinds of modes,which are the special establishment,the joint and the cooperative office with the Communist Youth League as the main body.Given on this basis,the establishment and improvement of the professional team of youth affairs management,the rationalization and perfection of the operation system,the enhancement and exertion of the brand influence are discussed in depth and the corresponding countermeasures and suggestions will be put forward.This thesis will try to transform the mode of separate management to the cooperative management with the government as the main body in order to improve the effect of work,increase the carrier and widen the working path.
