| The development of the new area in Chenggong District has witnessed an increasing number of rural-to-urban(RTU)youth,a special group that is passively urbanized.As a marginalized weak group,most of the RTU youth have not received higher education and lack competitive career skills,so their personal development is worrisome.Meeting the needs of RTU youth and promoting their personal development should have a realistic significance for bridging social gaps,eliminating social conflicts,as well as boosting a harmonious society.As a mass organization responsible for facilitating the government to manage youth affairs,the basic-level communist youth league assumes the commitment to educate,direct,connect and serve the youth.It has its own advantages and according functions in promoting the personal development of RTU youth.However,in fact,the services provided by the basic-level communist youth league are to some extent limited,omitted and misapplied.Based on the results of fieldwork,the current paper studies the problems lying in the personal development of RTU youth in Chenggong District,summarizes the shortcomings of resolving the problems aforementioned,and finally proposes according advice.The paper focuses on policies and realistic significance rather than theoretical values.The first part defines the concept of RTU youth and then formulates four parameters of RTU youth’s personal development:education and skills,career development,marriage and family,and social participation,referencing the relevant parameters given by domestic and foreign scholars.Based on the four parameters and through fieldwork,the paper points out the current situation and problems of RTU youth’ s personal development in Chenggong District,as well as the causes of the problems.The second part discusses the basic-level communist youth league’ s specific liabilities and functions of dedicating to RTU youth’ s personal development,and then suggests its inevitability of serving RTU youth’ s personal development.The third part discusses the services provided by the basic-level communist youth league in promoting RTU youth’s personal development and then points out that the conventional work model cannot meet RTU youth’ s needs and the services cannot cover the whole RTU youth body.Last but not least,the paper proposes relevant advice on how to promote RTU youth’ s personal development from the perspectives of exploring RTU youth’ s needs to develop themselves,integrating the resources of county-level youth leagues,improving the efficacy of basic-level communist youth leagues’ jobs. |
