Social security is a business concerns not only about the development of the country but also concerns about the people. It is a product of the development of the social system but also a representation of the civilization of the modern countries. The social security system aims to relocate the social resources and realize the social justice, which is helpful to the economic and social development.Since the foundation of the new China our country has been under the influence of planned economy, which leads the social security system of China to be out-of-date and not fully developed. However, after the transformation form planned economy into the market economy, the problem of unemployment and poverty of farmers become obvious and unavoidable. The number of poverty population increased dramatically. The limited resources of the society and financial capacity of the government cannot live up to the needs of the huge population in China. To relocate the limited social resources to improve the Chinese social security system has naturally become extremely crucial to the social development.The experience we can gather from developed countries and regions indicate that encouraging the non-profit organization to take part in the social relief work is an important and effective way of offsetting the weakness of the government function on this issue. Especially in Hong Kong, where there is a large population of Chinese and better social relief facilities, their way of making use of non-profit organization in social relief work should be a very good example for the government in the mainland of China.This paper, based on the literature review on the theory of social relief and non-profit organization, addresses this issue by analyzing the achievement of social relief work in Hong Kong. First, the author introduces the history of the development of non-profit organization's role in social relief in Hong Kong. Then we analyze and discuss the characteristics of non-profit organizations in Hong Kong and possible reasons for their development. By the means of contrastive research method, we will compare the advanced concept of non-profit organizations'role in social relief in Hong Kong and the current situation and weakness of the counterpart of mainland China. Based on the result of the comparison, we propose that Chinese should provide more effective support for non-profit organizations on the basis of communities and try to improve the supervision system of non-profit organizations. Only in this way can we make full use of non-profit organizations in the social relief work.
