Peer-to-Peer("P2P") technology's birth and development drastically changes the internet information transfer and network running mode, and stimulates the information transfer speed and quality as well. Information transfer with P2P technology turns to be the mainstream for the users in sharing information. However, as people always said, technology is a double-edged sword. Network users' free-of-restriction digital duplication and online distribution have threatened the copyright-holder's interest and endanger the proper protection of the digital works. P2P technology strikes the lasting balance among the copy right, science and technology development and public interest, and triggers the severe conflicts among the copyright holder, technology developer and public users.It elaborates P2P software's impact on the copyright holders' interest, and probes into the legal liability of end user and provider under the present laws through the analysis of Napster Case, Grokster Case, the BT case and KURO case. It points out Levy is the optimal solution after comprehensive comparison. In the end with the study the actual situation of China, it raises legislative proposal on the establishment of Levy.
