The problem of "trade and environment" has caused so many disputes under WTO system since 1990s that international community pays close attention to it. As the reflection of this problem in institution and one kind of Trade Related Environment Measures, environmental labelling has being broadly implemented all over the world. It is not only favorable to environment protection, but also influences international trade. Therefore, vehement controversy aroused among WTO member states. This article analyzed environmental labelling superficially through the methods of case analysis and legal interpretation.The four sections of this text mainly discussed the following issues.The first part is "the overview of environmental labelling under WTO legal framework". Firstly, the connotation and classification of environmental labelling was defined. Then its influence to environment protection, international trade, consumers' interest and developing countries was discussed. Afterwards, the basic attitude to environmental labelling of GATT/WTO was introduced. These problems related to the development and future of environmental labelling.Combining the cases of WTO and the provisions of WTO agreements, the second section mainly discussed the application of WTO legal system to environmental labelling. It determines which kinds of environmental labelling are legitimate and can instruct the construction of environmental labelling of all nations.The third part discussed the focal point of environmental labelling-NPR-PPMs criterion. The necessity, possibility and difficulty of unifying NPR-PPMs criterion in WTO system was expounded by analyzing the development of NPR-PPMs criterion in WTO system.The final part summarized the status quo of China environmental labelling and proposed its development strategy under WTO legal framework. This is beneficial to increase the standard of China environmental labelling and promotes the coordinated development of economy, environment and society.
