In recent years, the copyright issues have been very hot both at home and abroad that encountered by the libraries in the environment. However, due to the dislocation of previous studies, the achievements could not solve the issues in practice. The spirit of copyright law shows that the copyright balance is not absolute but relative. It is not copyright owners to completely compromise the interests of the public, but it is to reduce the expense of the public interest as far as possible, under the premise of protection of copyright owners' interests. In digital environment, just from the angle of copyright system development and interest groups contest, we can effectively solve the copyright problems encountered by libraries, and maximize the reasonable interests for the libraries, users and the public. Therefore, the writer analyzed the IFLA and ALA copyright statement and the related documents. This paper researches the copyright issues from the whole contest of international copyright development rather than a single library. In this way, we can clarify the libraries' true role under copyright system, as well as the libraries' rights and obligations. Finally, the libraries are able to correctly perform the "library" function.
