Mass incident is comprehensive reflection of the social contradiction during China's social transition. It seriously threatens social stability and social harmony and has become the hot, focus and difficult issues that all levels of government work hard to resolve. Therefore, profound study on the preventive mechanism of mass incidents has a theoretical value and practical significance to effectively avoid social risk, prevent mass incidents, and promote social stability and social harmony.The dissertation is divided into three parts:In the first part, the author describes the status of mass incidents during China's social transition, elaborates the concept, types, characteristics and harm of mass incidents. During China's social transition, the mass incident is non-institutionalized action of political participation, which a certain number of participants, usually vulnerable groups, take part in through illegal means in order to achieve the specific purpose . It results from the conflicts of interests, which has a very strong impact on public order and social security.In the second part, the author analyses the cause of mass incidents from the social, economic, political and psychological perspective. Mass incident is a complex social phenomenon and a result of a variety of combined factors in the course of social change. The factors such as social contradiction in transition, inequitable distribution of interests, obstacle of institutionalized channels of interests expression, lack of ruling by law, weak position of social policy and imbalance of social psychology result in mass incidents.In the third part, the author discusses construction of preventive mechanism of mass incidents from four aspects, including quality, system, organization and technology. Prevention of mass incidents requires that all levels of government should play the leading role. At the same time, enterprises, the media and non-governmental organizations should prevent mass incidents actively. Through improving relevant laws and social policies, establishing a sound social security early warning system and psycho-social control mechanism, all levels of government can effectively avoid and resolve social risk, prevent mass incidents.
