Research On Social Support Mechanism Of Vulnerable Groups

In any society, the problem of vulnerable groups is a common problem. At present, China is undergoing a period of social transformation, the social and economic development, but the gap between the rich and the poor has widened. The increase in population mobility makes the traditional family support function is gradually weakened. Under this background, the problem of vulnerable groups has become increasingly prominent. Because of historical inertia, the social support in China mainly depend on the power of the government for a long time. "Political generation service" excessive government assumed the responsibility to meet the needs of vulnerable groups, increase the burden on the government, while it did not let vulnerable groups access to quality support. Therefore, to build and improve the social support of vulnerable groups becomes more and more important.To analyze the main way and mode of China’s current social support will find that, despite the difference in approach, but the common existing problem is the government occupies the dominant position, and social participation is not strong enough. Currently the support of the government focused on four areas:poverty alleviation, social security, employment and community assistance. Social support of small coverage, low level of support, form a single, and low efficiency, lack of more interactions with the vulnerable groups. In this regard, the government should realize its function transformation, the main provider of system specification based support for vulnerable groups, while leading the market, non-profit organizations to actively participate in social support in the past, given to community-based organizations greater autonomy, and the parties participation in an effective regulatory control rather than promote their realization to "steer" role changed from "paddling person." In addition to the government, non-government support parties also need to improve their own construction, to further strengthen ties with other aspects to enhance and improve its ability to serve disadvantaged groups. Only through communication and coordination of government and all circles of the society and play their respective advantages, can form effective social support system for vulnerable groups.
