Based on the comparative study on the historical evolution and characteristics of the Civil Service Training Policy of the Developed Western countries, this paper is to investigate into the status of the training of Xiangtan's civil servants, and to analyze the existence of the major policy issues and causes, and to interpret the basic contents and values of the limited market-oriented policy model of the Xiangtan's Civil Service Training, and to conclude with the policy innovation countermeasures of the Civil Service Training based on the limited market-oriented model. The research contents of this paper mainly performance of the following levels:(1) The policy characteristics and references from the Civil Service Training of the Western countries. This paper comparative studies on the civil service training policies of Britain, the United States, France, Japan and other developed countries. Based on these civil servants training policy developed inspection, the market orientation of its main features, mainly as follows: the legal training policy; the diversification of training institutions; the training diversified sources of funding; the effectiveness of the training content; the flexibility of training methods. Drawing on the Western countries of the policy of the Civil Service Training market model, Xiangtan civil servants training policy for the innovation and perfect provide useful reference and help.(2) Study on the major policy problems and causes of Xiangtan's Civil Service Training. In the promoting process of the limited market-oriented model of Civil Service Training, Xiangtan should to innovate the local market-oriented system designed appropriately in line with the national conditions and the actual situation in Xiangtan. This model mainly reflected the values of innovation: to achieve the important guarantee of the high performance training, to shape the image of the strategic move, to improve the inevitable requirement for institutional reform of the Civil Service Training. The construction of the limited market-oriented model of Xiangtan's Civil Service Training need to be taken following the policy innovative approaches: to construct the policy control mechanisms of the Civil Service Training with the market demand-oriented; to construct the training policy network system, and to enhance the market-oriented training institutions; to improve the intensive training resource integration, and configuration Civil construction "buy training" model; to innovate the training for civil servants, and to build training performance evaluation mechanism.
