With the continuous development of social politics and economy,the era of information and intelligence has come.New technologies emerge in endlessly.New management concepts,management models and other requirements for the management ability and administrative efficiency of government agencies are increasingly high.As the most advanced team of the party and the government,the quality of civil servants is not only related to the political stability of the party and the country,but also related to the image of the party and the country in the people's mind.In the face of the continuous changes of the society,the civil servants in the new era should constantly improve their ability.The improvement of civil servants' quality,ability and team optimization all depend on the development of civil servants' training.Civil servants' training should focus on the overall situation,grasp the forward-looking,overall and strategic issues in economic and social development,and focus on capacity-building.As an important central city of Tianjin,Tianjin C District plays a special role in the development of Tianjin.In 2019,the District vigorously promoted quality change,efficiency change and power change,and the comprehensive indicators of high-quality development ranked the forefront of the city.The district has maintained its strategic focus on innovative development,strengthened monitoring and dispatching of economic operation,and made solid progress in high-quality development.With the continuous development of social economy and the establishment of service-oriented government,higher requirements are put forward for the working ability of civil servants in Tianjin C District.Therefore,it is the key to improve the government's management ability and administrative efficiency to pay attention to the development of civil servant training in Tianjin C District and improve the post competency of civil servants in Tianjin C District.Based on the investigation of civil servants in Tianjin C District,this paper summarizes the main problems existing in the training of civil servants in Tianjin C District by analyzing the current situation of the training of civil servants in Tianjin C District,combining with questionnaires and interviews: the training objectives are not clear,the training can not meet the post competency,and can not adapt to the development of society,organizations and individuals;the training focuses on theoretical knowledge,neglects practical operation and training Training becomes "walking through the field".In the aspects of training demand analysis,training content,training form,training teachers and so on,there is a phenomenon of disconnection with the requirements of social and economic development.Under the concept of "goal orientation",it is emphasized that the training of civil servants should be based on post competency and pay attention to the effectiveness of civil servant training.This paper introduces the concept of "goal oriented",guided by the new public management theory,human capital theory and goal management theory,and guided by the post competency of civil servants,to examine the imperfect part of the civil servant training in Tianjin C District,and puts forward the suggestions for the development and innovation of civil servant training with "post competency as the goal orientation".The main suggestions are: strengthen the training needs Research,improve the pertinence of training content,highlight the diversity of training forms,strengthen the training teachers,establish the training feedback mechanism for civil servants,improve the training assessment mechanism,and focus on improving the post competency of civil servants in Tianjin C District,so as to improve the quality and efficiency of civil servant training.
