After the World WarⅡ, Japan was defeated and was called"enemy state"in the UN Charter. Japan's political behavior and martial behavior were restricted by the UN Charter and the Peace Constitution. However, inferior to America, Japan have become a powerful country in economy under the active support of America since the World War ended. After the Cold War ended, the international structure has tremendously changed. Japanese Congress puts forward the slogan of"Common State"and enacts a series of laws to develop their martial power, especially sending the militia abroad. With the economic enhancement, Japan feels that he wants to be a great power not only in economy but also in polity. Then, taking part in the PKO becomes a legal pretext on the surface for Japan.According to the different degree, we can separate the Japan's PKO into three parts: non-participation, limited participation and complete participation. So, the cause of it is worthy of careful analysis. For more, under this changeable international situation, Japan, as a economic great power, its diplomatic activities influence both itself and international society deeply, especially to its neighbor country—China. Hence, it needs us to reply gravely and pay more attention to its PKO. It is a stern challenge for us on policy to Japan.
