The administrative culture is the soul of the administration, it is a series of criteria and its system form which is produced by the administrative organization and its members during the long-term administrative practice process and exerts the lasting influence on the administrative action during the administrative practice, it includes administrative values, administrative thought, administrative psychology and so on. Says from a greater scope, it also includes the cognition and the appraisal of the social members to the administrative organization and its behavior. The administrative system needs the support of the administrative culture system which matches with it, and the administrative culture can play the maintenance and standard role to the administrative system because of its characteristic of inherits and compatibility and simultaneously it also can play the guidance and development role to the administrative system because of its characteristic of times.Our country has formed plenty of administrative thought and administrative system in the long historical process, many of which are still very wise until today. But after all, these thought are formed in the too long feudal society and unavoidably has the obvious feudal color, so says from the overall aspects, it does not conform to the request of administration in the new times. At present, our country is in the fierce social reforming times, many foreign administrative ideas are massively introduced into our country while our reform and open policy develops gradually and some new thought and viewpoint are also gradually proposed along with the administrative practice development, it has formed the situation of many kinds of cultures exist simultaneously in the administrative culture domain.One kind of culture must be cognized and commanded by the social members and manifested during the social practice process if it wants to maintain the exuberant vitality and then becomes the mainstream value idea of a society. And in the administration domain, the diversity of the administrative culture enable us to have the necessity to establish one kind of leading administrative culture to lead the development of the entire administrative culture system and even the administrative system. The administrative culture socialization maintains the stabilization and development of the administrative system through the dissemination, maintenance and development of the administrative culture. And the administrative culture socialization is an interactive, continuous and repeatedly process, during which the subject and the object of the socialization affects mutually and display its own function respectively to impetus the dissemination and development of the administrative culture.But there are many flaws during our country's actual socialization process, for example, the content of socialization is sole, the formalism is obvious, depending on the compulsory method excessively and so on, all of these discount the effect of the socialization. Therefore, we must pay attention to the systematization of the socialization content, the multiplication of the socialization subject, the diversification of the goal as well as the method and so on. On this foundation, this article analyzed our country's main way of socialization at present from several aspects such as the political party, the government, the administrative participation, the popular media and the training of the administrator.
