Administration culture is the culture reification in administration field, which acts as the soul of administration management. Based on the different perspectives of study, the theoretical circles have different understanding of culture, and also have different awareness for administrative culture. This difference is mainly reflected in the definition of the scope of administrative culture, namely as the administrative culture contains the subjective sense simultaneously including objective existence or not, such as institutions, organizations etc; whether also contains the whole society's general view of administration phenomenon at the same time including the concept of internal staffs of administration system. This paper considers that it should not be using too broad form to define the administrative culture strictly and precisely so as not to blur their specific connotation, resulting in expend of corresponding study. This paper contends that administrative culture is the cultural patterns which is jointly complied by the internal staffs of the administrative system, including administrative psychology, administrative ethics, administration thought and administrative values of four aspects, which is a organic unity consisted by the multi elements' interactive influence and mutual promotion. Administrative culture not only has the general characteristics of culture, but also has its own characteristics, embodied in: the historic and times of administrative culture generated, the evolution and succession of administrative culture developed, the universality and permeability of administrative culture impacted. Administrative culture has the direction functions, maintain functions and diffraction functions in administration practice, which regulates and adjusts the administrative staffs' behavior in all aspects, and impacts the existence and development of the whole society cultural system. Chinese traditional administrative culture can be traced back to ancient times in line with a long history of government management, which obviously shows duel characteristics through a long period of accumulation and precipitation: in the one hand, the outstanding traditional administrative cultural factors are the valuable resources for our current administrative culture development, which should be fully learned and used; on the other hand, the traditional administrative culture has the negative components, which impacted deep-rooted and can not be ignored, we must clearly understand and make rational analysis, studiously eliminates its adverse effects. To some extent the development process of Chinese current administrative culture is also the process of discard and transform of Chinese traditional administrative culture. As a profound social transformation in Chinese reform and opening period, the Social transformation has brought a tremendous impact for all walks of our society from economy to culture, social system to individuals' life style, but also put forward objective requirement for the new administrative cultural construction. In order to meet the new requirements, the administrative culture has been improved proactively, which has become the consensus of government and society. It should be noted that the 1 reconstruction of administrative culture should not be particularly focus on the one hand, a certain element of local improvements, but the overall effect, makes it as a compete system to co-ordinate and pay attention to various aspects of mutual promotion and cooperation in order to achieve the best results. Reconstruction of Chinese administrative cultural system must be clear its value orientation, grasp the direction of administration culture construction; clear the general principles of administrative culture construction, thus providing the conceptive guidance for reconstruction practice. On the basis of clear the direction and principles, this paper proposes to transform from five aspects, namely promotion the quality of administrative staffs, transformation the work style of administrative organization, adjustment the role of administrative system, perfection the system of administrative institution and improvement the situation of administrative environment, separately taken target-oriented effective measures in order to eventually realize the administrative culture's modernization transformation, adapting the new requirement of society transition, improving the level of government management and providing strong culture power for the promotion of the sound development of society.
