The Study Of Local Masses Matters In Social Transition Period

From the 1970s, our country has been involved in a continuous transition. This transition concerns almost all aspects in the society. In the economic system aspect, we are changing from planned economy to socialist market economy, but a unified and orderly socialist market economic system has not been established. Concerning the production and operation, we are paying more attention to conserving resources and protecting the environment, but the phenomenon of environmental pollution and waste of resources still exist. Referred to the political institution, the traditional highly centralized political system is in transition to a democracy system, but we haven't achieved the fairness and justice in the whole society. As far as the culture is concerned, the traditional culture is in the transition to a modern one, but the ideological confusion still exists. Now we are in a critical period of the transition with the building of a harmonious socialist society as an important target. However, with the opening and reform going deeper, the masses matters pointing at the government become more serious. This leads awful results both to the government and the whole society.On the base of investigative materials, this thesis connects closely with the reality, and analyzes the masses matters from the aspects of sociology, political science, public administration, social conflict theory, etc. It looks into the basic characteristics, causes of the masses matters; tries to come up with a settlement.The masses matters have its own characteristics in the aspect of participants, scale, object, scope and so on, so that there are many scholars pay their attention to it, and have achieved lots of results. I introduce this in the first part of the thesis.Referring to the studying results, the second part defines the masses matters.The third part summers up the characteristics of the masses matters from the nature, organization, participants, cause, process, and the mind of the participants.We can consider the cause over from these aspects in the fourth part: as a government, the loss of legitimacy is an important reason for the masses matters; concerning to the institution, the incomplete political institution and the lack of supervision to the power can lead to awful results; for the reality, unfair social distribution, differentiation of the interest groups, the collision of the interest groups, are all causes of the masses matters. Also, it is concerned with the poor communication between citizens and governments and lacking of the interests' expressive institution. However, the unqualified diathesis in the politics and law is the personal reason of the matters. Thinking about the culture and thoughts, the dramatic changes in people's mind increase the possibility of these matters. At the micro level, unqualified officials and media also influence the matters a lot.Obtaining the cause, we can settle the masses matters actively and efficiently mentioned in the fifth part. The first is to reinvent government legitimacy and improve people's support. Secondly, we should build an institutional interest expressive approach. The third is to build a warning system to forecast the crisis. Then, we should develop the economy vigorously, distribute the social treasure fairly, build a better institution and political system, integrate the Chinese and foreign cultures and create a Chinese characteristically harmonious culture. We also should pay more attention to the anti-corruption works, and construct a sun project at the same time. The citizens must be educated more patiently so that they can improve their political and legal qualities. Meanwhile, we can get much useful experience from the daily works of the government.Although we can't avoid the masses matters in our life, we can't let it go worse because of its great negative influences. So we have to treat them seriously, make great effort to settle them or prevent them from happening. If we have efficient institutions, we can reduce the negative influence to the minimum.
