This article first reviews the policy of The United States to Tibet and its changes. The US had been insisting that the sovereignty of Tibet belonged to China and acknowledging that Tibet was a part of China from the late 19th century and the early 20th century to the eve of People's Republic of China's establishment. The US set down a new policy to Tibet in July 1949, and blurred the fact that the sovereignty of Tibet belongs to China. The US butted in Tibet businesses gradually from then on. The CIA had launched a series of covert activities in Tibet in order to support Tibetan separatists positively and instigate the Dalai group's rebellion. This severely endangered China's sovereignty and the territorial integrity. The US announced its new policy to Tibet to the public on March 21st, 1960, namely "The US' standpoint is that the US regards Tibet as autonomous country under China's suzerainty". The US tried to use Tibet separatists to obstruct the unification and development of China.This article mainly discussed the activities of the CIA to obstruct the Tibet business since 1954. From four aspects which contains supporting Kamba's rebellion, training agents and dropping weapons in the air, assisting Dalai to flee India and supporting Dalai's "exiling government" as well as his secessionist, this article discussed the series of covert activities of the CIA launched in Tibet in detail, especially hatching the Tibet rebellion and assisting Dalai to flee India in March, 1959. I also especially discussed that the CIA went on supporting Dalai's "exiling government" and his separatist group.Finally this article analyses the CIA's activities to split Tibet from two aspects that are consisted of the policy and way. Since The US assisted Dalai to flee India in 1959, the policy to Tibet of the US had changed, exhibiting the characteristic that the US not only regarded Tibet as autonomous country under Chinese suzerainty, but also did not deny publicly the sovereignty of Tibet belongs to China. The activities of the CIA directly obstructing the Tibet business, which is called "Secret war", exhibited the characteristic of the CIA activities.From the discussion above, we can obtain four recognitions: the US has been supporting Tibetan secessionist since 1949; the policy of the US to Tibet always serves to its global strategy benefit; the real policy of the US to Tibet has been always different to what it looks like, and the conspiracy of the US to separate Tibet from China is predestined to fail.Studying this subject is good to expose the US' evil act of supporting Tibetan secessionist and safeguard national unity, so this article has great significance in both theory and reality.
