The14th Dalai Lama Tenzin Gyatso fled to India in1959and established a "government-in-exile" based on the northern Indian town of Dharamsala. gradually,as the political and religious leader, forming the Dalai clique which controls13million overseas Tibetans. For decades, the Dalai clique kept seeing themselves as representatives of all Tibetans, and constantly promoted the internationalization of the so-called "Tibet issue", taking various means including violence to destroy the existing regional ethnic autonomy system, actively impacting and penetrating China’s Tibetan areas in pursuit of its political goals of the independence of Tibet and the autonomy of Greater Tibet. The Dalai clique has become the most important pitfalls endangering the security and stability of China’s Tibet Autonomous Region and even the entire border areas.This paper employed a number of statements and related information released by the Dalai clique, through discussing in the three chapters of Dalai clique’s profile, the transition of theocracy and development trend, this paper firstly reorganized the the status quo of the the Dalai clique, including the Dalai clique overview, the political program of the government-in-exile, social status, source of funds:thus explored the Dalai clique theocracy transformation problem; eventually predicted the Dalai clique development trends, involving the Western countries are to support the Dalai clique, cooperation would continue with separatist forces inside and outside, violence tendency and the phenomenon of self-immolation may be continue, and discussed the reincarnation of the Dalai Lama and hence draw the corresponding conclusions.
