The Study On Improving The Governmental Function System Of Chinese Townships

The Chinese government has reduced agricultural taxes to solve the problems facing agriculture, rural areas and farmers since 2004. Most provinces, autonomous regions and municipalities in China has given a cut on agricultural taxes so as to unload farmers'burden and to solve rural issues on time. In 2005, the State Council has completed the developmental suggestions of the Eleventh Five-Year Plan, for National Economic and Social Development at the Fifth Plenary Session of the Sixteenth Party Central Committee. It requires the implementations in rural areas the following aspects: developing production; making people more wealthy both materially and spiritually; building a clean environment; being democratic; preceding from realitiy; respecting people's will and improving the construction of the new countryside step by step, which are important strategies to attain the objectives of building a well-off society in an all-round way; to solve the problems facing agriculture, rural areas and famers; to balance the development between rural areas and cities; to build a peaceful and harmonious environment in China. This is also a great project to benefit Chinese people after the reform of rural taxes. Therefore, the township government, as the local level of government, changes functions. It is becoming an urgent issue to improve the governmental function system of Chinese townships.The text is evolved in three parts.Chapter One is concerning the general sense, characteristics and significance of the governmental function system of Chinese townships. It elaborates the basis of positioning governmental functions and township government from the perspective of the scientific concept of development.Chapter Two presents the basic conditions of the governmental function system of Chinese townships from the following three aspects: the evolution of the governmental function system of Chinese townships since the time of Chinese openning-up; the present problems existing in the governmental function system of Chinese townships; the reasons of these problems.Chapter Three is the means to improve the new rural governmental function system of townships from the following aspects: the new demands; principles and objectives; means in practice for constructing the governmental function system of socialist new townships.
