In recent years, arguments about neo-conservatism in the academic community are quite fashionable. At the same time, it also has been the focus of attention in the political life of the United States. Accordingly, in order to more clearly understand neo-conservatism, we try to search and analyze the origion from the beginning of history about conservatism in every period of its development. On the basis of the interpretation between Junior Bush's administration and neo-conservatism through the war against Iraq, we can conspicuously carry out verification which neo-conservatism has a major influence on American diplomacy, security, defense and political life. In this way, it will help us to have a deeper understanding and awareness of Bush's foreign policy. What's more, we also can make a relatively complete judgment on American diplomatic strategy of implementing the "unilateralism" and "preemptive strike" in the international political society.Apart from the introduction and conclusion, this paper is divided into four parts. In the first part, in order to gain a general better understanding of neo-conservatism, we discussed its origin and specific performances, as well as historical development of the situation in the United States. In the second part, in order to further explore the neo-conservative background of Junior Bush's Administration, we focus on close relationship between neo-conservatives and Junior Bush. when Junior Bush took the office, the neo-conservative had been in an important position in the decision-making procedure. Particularly, new conservatism has been basically dominating the development of the United States' foreign policy. In the third part, in view of Junior Bush's administration and neo-conservatives who spared no effort to persuade Bush to launch the war against Iraq, we can see more clearly that the neo-conservative foreign tough attitude to the whole international relations will bring about a far-reaching impact. At the same time, we also strongly realize the close relationship between Bush's administration and neo-conservatives. In the fourth part, in the light of relationship between neo-conservatives and Bush' s administration, it proves that Bush' s administration can date back to the theory of the neo-conservatives.
