9/11 is the turning point of American foreign policy at the beginning of 21st century. After 9/11, neo-conservatism began to gain power, and they influence Bush's foreign policy much. In 2002 National Security Strategy of the United States, it systematically explained the new foreign strategy, and it marked the birth of Bush Doctrine which emphasized the importance of unilateralism, preemptive war and changing other countries' regimes. The Iraq war tells the world that US has still pursued its hegemony in the world. And the war itself means the practice of Bush Doctrine. What it protects and guards is its own country's interest and security, and there will be no more else. American foreign strategy has been in a dilemma, but it still practises its hegemonism under the name of anti-terrorism. It's a dangerous signal, so international society has to heighten its vigilance. America represents the culture of the western world, but it is not the culture of the whole world. America is just a member of the global society, and it has to obey international standard conduct. American foreign strategy is on a crossroad, which way to go, democratic or arbitrary way, it depends on American people and its government, and it also needs time to prove right or wrong.
